The SAV files are located in the installation directory where Jigsaw Mania was installed in the first place. You might need to turn on the old computer in order to access the SAV files. There is no other way. Besides that, the SAV files are created when you play the game and save your progress. There are games that store the save files in My Documents as well. You can check My Documents under the username used to install the game.

I have tested what you said and indeed the software refuses to work, but there is a way. Windows 10 messes up some registry keys for the application and that's why it doesn't work anymore. However, download the application and install it again, but make sure to select Run as Administrator and continue with the installation.

If the game is crashing, it's because of another error. This game supports the following operating systems: Windows 7, Windows XP, Windows Vista, Windows 2000, Windows ME, and Windows 98. Try to download the game again and install it. It's possible that one of the files is corrupted. Reinstall operation should fix it.
I purchased the DVD about 3-4 years ago, but now, I changed my computer and it doesn't accept the disc. Do I need to purchase another DVD to keep enjoying the product?

If the DVD is corrupted, yes, you will need to acquire a new one from the developer web page. If not, try to run the Fix it utility developed by Microsoft. It will diagnose and repair all major CD or DVD drive issues. If it doesn't help, press Windows + R key combination, type devmgmt.msc and open the utility. Expand the Disk drives list, right-click on the driver and select Uninstall. After that, reboot the PC and press Scan for hardware changes icon from Device Manager. Windows will automatically find and install the latest available drivers. If the DVD is still not accepted, go to Start, type regedit and open the utility. Navigate to HKEY-LOCAL-MACHINE > SYSTEM > CurrentControlSet > Control > Class > {4D36E965-E325-11CE-BFC1-08002BE10318} and delete the UpperFilters and LowerFilters from the right pane. For further solutions, you can check the Microsoft troubleshooting guides.
